The fact that an ex-felon has a hard time finding work should come as no surprise. And in many cases it is just this fact that leads a released inmate to commit another crime; money is scarce and jobs are hard to come by, so the circle of crime is repeated in an effort to make enough money to pay the rent. But this does nothing to help rehabilitate a prior prisoner, and the City is beginning to understand the problem. A pilot program has been launched that allows prisoners to earn a wage by performing grounds maintenance duties. The program is a joint effort of the Center for Employment Opportunities and the Public Works Department. This type of positive forward movement is something we hope to see more of, as the State struggles to come up with reform to the criminal justice system that has lasting impact.
