Oklahoma is not only second in the country for the number of substance abuse disorders, but also second in the nation for the number of people spending time behind bars. Oklahoma jails just over 670 people for every 100,000, which is nearly double the national average of 397 inmates per every 100,000 residents. These numbers are likely due to a lack of reform in the criminal justice system, reform which has been at the center of much debate among state politicians.
