REHABILITATION IS PREFERRED OVER INCARCERATION
The legislature has gone to great lengths to overhaul certain criminal laws, in an effort to have the punishment more squarely fit the crime and to deal with overcrowded facilities. One way to keep people out of jail while still handing down a punishment is to look at rehabilitative services for certain crimes rather than send someone to jail for a great length of time. Treatment for addiction is now being more heavily considered as a way to deal with drug crimes, and reclassification of crimes is a way to help keep nonviolent offenders out of prison.
